Plain, readable rules for triaging new pull requests.

A GitHub Action that checks what maintainers otherwise check by hand on each new pull request: is there a linked issue, did someone else already claim that issue, is the author opening dozens of pull requests a day, was the template deleted. It leaves one comment that says what to fix, adds labels you can filter on, and updates both when the pull request changes. Every check is a plain rule you can read, and it never sends code or pull request text to an AI model. I built it after merging a pull request for an issue someone else had already asked to take.
